All EU member states are obliged to recognize changes of first name and gender obtained in other EU countries. The European court of Justice has issued this ruling after Romanian authorities refused to issue a new birth certificate for Arian Mirzarafie-Ahi, a man with dual Romanian and British nationality who legally changed his gender in the UK.
